<description><![CDATA[A new look website is under construction and will be launched on May 30, 2008. The World Committee d]]></description>
<content:encoded><![CDATA[<p>A new look website is under construction and will be launched on May 30, 2008. The World Committee decided to migrate the old existing website running under Plone with the web address <a href="http://www.isgf.org/">www.isgf.org</a> to a Joomla based site. Joomla provides us with the ability to manage the website much easier. The old content will remain and adjusted where necessary. All links have been taken to the new location. A whole new website has been created. Our main focus was to arrange a website in a fast loading, attractive and easy to navigate site. In the beginning this new website will not be perfect but it is much easier to find the documents you are looking for.</p>
<p>Be sure to add <a href="http://www.isgf.org/">www.isgf.org</a> in your favourites. Renewing and updating a website is a huge task of work. The temporary weblog <a href="http://www.isgf.wordpress.com/">www.isgf.wordpress.com</a> will be functional until we have officially launched the new website.</p>
<p><strong>Nouvelle page d'accueil sur le site de l'AISG</strong></p>
<p>L'AISG prépare son nouveau site web. Il sera opérationnel le 30 mai 2008.</p>
<p>Le Comité mondial a décidé de transférer le site actuel tournant sur Plone et dont l'adresse est <a href="http://www.isgf.org/">www.isgf.org</a> vers un site hébergé chez Joomla.  Joomla nous donne la possibilité de gérer le site web de manière plus simple.  Nous garderons les anciens dossiers et ils seront mis à jour au fur et à mesure. Nous avons mis en place tous les liens sur le nouveau site. C'est donc un tout nouveau site qui a été créé.</p>
<p>Pour ce site, nous avons fixé les critères suivants : chargement rapide, image agréable, convivialité d'accès aux informations. Bien sûr, au début, le site ne sera pas parfait mais vous pourrez accéder plus facilement aux documents que vous recherchez.</p>
<p>Ajoutez bien <a href="http://www.isgf.org/">www.isgf.org</a> à votre liste de favoris. Sachez que renouveler et mettre un site à jour exigent est une tâche gigantesque.  Le blog temporaire <a href="http://www.isgf.wordpress.com/">www.isgf.wordpress.com</a> continuera à fonctionner jusqu'à la date officielle de lancement du nouveau site.</p>

<p>On behalf of the World Committee and World Bureau we congratulate you most happily with your <strong>75th anniversary</strong>. We mark this important milestone in ISGF history and you hold the distinction of having the oldest guilds in the history of the International Scout and Guide Fellowship (ISGF).</p>
<p>This anniversary is commemorated after 100 years of Scouting where ISGF organized their special event "The Scout &#38; Guide Spirit Flame" designed to pay homage to the spirit upon which Scouting was founded. Like any celebration, <strong>this anniversary gives us pause for reflection</strong>. You'll see your roots and the evidence of your growth. You'll see our founder did bring life to our vision.</p>
<p>On occasions such as this one, interesting observations are often made about achieving our aims at international level. Nevertheless, in a rapidly integrating world where we are all becoming ever more dependent on one another, it is vital that we put every effort into bringing them closer. It shows that the Danish guilds have made an undeniable <strong>contribution in developing our organisation</strong> at a global level.<br />
We want you to enjoy celebrating your 75th anniversary.</p>

<content:encoded><![CDATA[<p><img src="http://isgf.wordpress.com/files/2008/03/nepal.gif" align="right" height="178" width="238" />A grant from ISGF was given to a Scout master of the Nepalese scouts to share his inner talents and experiences at the World Scout jamboree 2007 to be activity facilitator delegate in one of the activities workshop at the World Village.</p>
<p>He wrote: <i>“It was one of the most remarkable achievements in my entire life. I realized that Jamboree was my “mother of Scout Life.”</i></p>
<p>He was working at a workshop on paper recycling in the World Village. The Scout master has to bring awareness about the paper waste and taught participants how wasted paper can be recycled with simply homemade equipments and use them for various purposes again. He tried to explore the creativity and raise awareness about environmental protection and preservation even in micro level.</p>
<p>All the visitors (120 averages per day) were exited and surprised to observe simple home made methods of paper recycling as they are used to recycle with use of sophisticated technology.</p>
<p>He is very grateful to all those directly and indirectly supported him for the program.</p>

<content:encoded><![CDATA[<p><img src="http://isgf.wordpress.com/files/2008/03/mauretania.gif" align="right" height="163" width="220" />In the World Villages, the participants to the Jamboree could walk among the stands of the 152 participant countries, could discover the different cultures, the different specifities and could choose an activity.</p>
<p>Those who visited the stand of Mauritania could better know this country through posters, photos, costumes, traditional jewels exposed in a traditional tent.</p>
<p>The workshop on plaits, the film showing a Moorish-African wedding ceremony, the dances of Mauritania led to many very rich discussions mainly on the culture of Mauritania and on the place of women in the country.</p>
<p>As regards Scouting, the stand allowed to highlight the actions of the Scout association of this country and its collaboration with the Scouts and Guides of France through humanitarian and cultural missions. In the tent of Mauritania, people could meet, cultures could meet.</p>
<p>Under the terms of our yearly  financial support to WOSM, the annual grant was given to a young adult from  Mauritania. ISGF made a generous contribution in order to make it possible that  a young leader of the Scout and Guide organisation of Mauritania could join the  Development  Village of World Scout Jamboree 2007.</p>

<p>Dans les Villages du Monde, les participants au Jamboree pouvaient circuler a travers les stands des 152 pays présents, découvrir les différentes cultures, les différentes spécificités, et choisir une activité.</p>
<p>Les visiteurs au stand de Mauritanie pouvaient faire connaissance avec ce pays au travers des affiches, des photos, des costumes, des bijoux traditionnels exposés dans une tente traditionnelle.</p>
<p>L’atelier de tresses, le film présentant la cérémonie de mariage maure et négro-africain, les danses mauritaniennes ont été l’occasion de nombreux échanges particulierement riches, principalement sur la culture mauritanienne, la place de la femme dans le pays.</p>
<p>Sur le plan du Scoutisme, le stand a permis de mettre en lumiere les actions de l’association scoute de ce pays, et sa collaboration avec les Scouts et Guides de France au travers des missions humanitaires et culturelles. Cette tente était celle de la rencontre entre personnes, entre culture.</p>
<p class="MsoNormal" style="text-align:justify;"><span>Dans le cadre de son soutien financier annuel à l’OMMS, la bourse annuelle 2007 a été donnée à un jeune adulte de Mauritanie. L’AISG a fait une généreuse contribution afin de permettre à un jeune responsable de l’Organisation Scoute et Guide de Mauritanie de venir au Jamboree Scout mondial 2007.</span></p>

Nearly every country in the world gathered together in the UK to share the spirit of Scouting from 27th July to 8th August 2007 at Hylands Park, Chelmsford and Essex.</p>

<p class="MsoNormal"><span style="font-family:Arial;">What I have seen during my stay in South America (Chile, Argentina and Ecuador) besides natural beauty, interesting cities and archaeological sites is the <b>enthusiasm of our members</b> on this southern continent. </span></p>
<p class="MsoNormal"><span style="font-family:Arial;"><b>Chile </b>is working towards full membership and <b>Argentina </b>is growing very fast with members in different cities. They are working very hard towards associate or full membership. We have discussed the possibilities and they have taken the challenge with both hands. We are looking forward to welcome them. </span></p>
<p class="MsoNormal"><span style="font-family:Arial;">The Interamerican Scout Conference in Quito, <b>Ecuador</b>, was a very tough conference where many resolutions were handled. ISGF was given much attention and we certainly opened their eyes when they watched the Scout &#38; Guide Spirit Flame presentation. I received a long applause for this biggest project ever in ISGF history. In Ecuador we have only one member with whom I had a telephone call and he told me that he is working in excellent cooperation with the National Scout Organization. </span></p>
<p class="MsoNormal"><span style="font-family:Arial;">I want to <b>thank our members in Chile, Argentina and Ecuador</b> with whom I had contact or spent some time. It was really very nice to have met you and build up the relationship and to have seen the enthusiasm of being a member of our organization.<br />

<description><![CDATA[Des milliers et des milliers de Scouts et de Guides du monde, jeunes et moins jeunes, ont participé]]></description>
<content:encoded><![CDATA[<p><img src="http://isgf.wordpress.com/files/2007/12/jamboree-divers-032-small.jpg" align="right" height="240" width="320" />Des milliers et des milliers de Scouts et de Guides du monde, jeunes et moins jeunes, ont participé au Jamboree du Centenaire en août 2007 au Royaume Uni.</p>
<p>J’ai eu la chance d’aller à ce Jamboree.<br />
Le lieu était immense et les chemins étaient toujours pleins de gens qui marchaient pour aller à leurs activités.</p>
<p>Je n’étais pas très occupée et en marchant le long des chemins, j’ai eu le temps de prendre des photos.</p>
<p>En effet, ces chemins étaient balisés de pancartes délivrant de <strong>simples messages</strong> aux passants.</p>
<p>Ces messages nous interpellent aussi très vivement. En voici quelques-uns concernant l’environnement et le développement durable.</p>
<p>Nous les laissons à votre réflexion.</p>

<p>Thousands and thousands Scouts and Guides of the world, young and less young, attended the <strong>Jamboree of the Centenary</strong>, in August 2007, in UK.</p>
<p>I had the opportunity to go to this Jamboree. The place was huge and the paths were always full of people going to their activities. I was not very busy and walking along these paths I took the time to take some photos. Indeed, along these paths you could see posters delivering <strong>simple messages</strong> to the passers-by.</p>
<p>These messages do question us very much. Here are some dealing with environment and sustainable development.</p>

<title><![CDATA[Who is paying for all those travels?]]></title>

<content:encoded><![CDATA[<p><img src="http://isgf.wordpress.com/files/2007/12/airplane-small.jpg" align="right" height="160" width="212" />This was the question we have got as one of the comments to <a href="http://isgf.wordpress.com/2007/11/19/leny-from-argentina-on-the-way-to-ecuador/">post</a> from Leny Doelman's travel in South America.</p>
<p>This is very <strong>interesting question</strong> indeed, which deserves more than just a comment.</p>
<p>Here are the answers from <strong>Leny Doelman</strong> about this specific case and <strong>Brett Grant</strong>, explaining the  ISGF World Committee policy about ISGF WCom members reimbursement.</p>
<p><strong>Leny Doelman</strong>, Central Branch coordinator, member of ISGF World Committee:</p>
<p>"As you may know I am in the situation as Central Branch coordinator that I do not work anymore and my husband is now in the same position because of early retirement.</p>
<p>We like to explore the world before we get too old. We like to go to places that are not worldwide known and visited by all tourists. Moreover we arrange most of the travels on our own and without any help of a travel agency. We never book hotels as we want to travel as flexible as possible and stay in small family hotels.</p>
<p>On our list this year was Chile and Argentina so we thought it was a <em><strong>perfect combination to combine our visit with the 23rd Interamerican Scout Conference in Quito, Ecuador</strong></em>. As we wanted to see the north of Chile and Argentina, a visit to Fellowship members was appropriate. We were totally independent as we drove a rented car ourselves, so our visits to Fellowship members was very easy.</p>
<p>The landscapes and nature of both countries was so beautiful and totally different of the things we have seen in other countries. We drove more than 6.000 kilometers in 21 days.</p>
<p>In Ecuador<strong> </strong>I attended the <em><strong>Interamerican Scout Conference</strong></em> and my five minutes speech and the Scout &#38; Guide Spirit Flame presentation touched the participants. I also had a phone call with the only member in Rio Bamba, Ecuador (many kilometres south of Quito) and he was very honoured to receive a call from me. I visited him some years ago and after the Conference we hired a car and went sightseeing in the north of Quito. My husband did not take part in the Conference but was roaming around in Quito and enjoyed the historical town on his own.</p>
<p>The only <strong>cost for ISGF</strong> is the cost of my flight ticket to Quito both ways and the hotel occupancy for one person together with the registration costs. These costs were already taken into the budget for 2007."</p>
<p><strong>Brett D Grant, </strong>Finance Team,<strong> </strong>member of ISGF World Committee<strong>:</strong></p>
<p>"There are several levels of reimbursement for the WCom representing the ISGF:</p>
<ul>
<li>Level 1 being the ISGF WCom meetings, WOSM and WAGGGS World and Regional Conferences are reimbursed in full. Except incidentals.</li>
<li>Level 2 ISGF World Conference and select meetings are reimbursed to 75% of the cost. Except incidentals (taxi, buses, trains etc.).</li>
<li>Level 3 Extra Regional and International visits/ meetings on ISGF business are not reimbursed.</li>
</ul>
<p>This year, allowing for it being a special year, the <strong>WCom out of pocket expenses are estimated to be around 23,000 Euros</strong>. A normal year we would estimate 12,000 Euros . This would include the personal expenses such as phone calls, postage, printing, gifts, travel and accommodation.</p>
<p>An estimate can also be put on the<em><strong> loss of income for the WCom members</strong></em> who are still employed and are the sole income for their families, but we feel this is a <em><strong>private matter</strong></em>. We will say that it can entail being away from families and work for 2 -3 weeks a year.</p>
<p>There has been <em><strong>WCom members who have donated</strong></em> the cost of attending some of the events out of their own pocket even though being entitled to reimbursement."</p>

<content:encoded><![CDATA[<p><img src="http://isgf.wordpress.com/files/2007/11/dsc01653-small.jpg" align="right" height="160" width="212" />Leny Doelman is now in <a href="http://en.wikipedia.org/wiki/Ecuador"><strong>Ecuador</strong></a> and represents  ISGF at the <strong><a href="http://www.scoutbahamas.org/interamerican.htm">23rd Interamerican Scout Conference in Quito</a></strong>. There are  delegations from 30 countries from North and South America and also from the Caribbean.</p>
<p>Quito lies on an elevation of 2850 meters and I had to adjust  for such a height coming from The Netherlands that lies under the sea level.</p>
<p>The delegates are very <strong>interested in ISGF</strong> and the chairman of the  Interamerican Region from the USA offered to register himself and other  members in his family as ISGF member right after my speech.</p>
<p>The presentation  about the <strong><a href="http://www.spirit-flame.com/joomla/index.php?option=com_frontpage&#38;Itemid=1&#38;lang=en">Scout &#38; Guide Spirit Flame</a> </strong>will also be presented this week as  being a project of general interest for Scouting, Guiding and Fellowship.  They cannot believe we did it, but as you know ISGF <strong>deleted the IM of the  word "IMPOSSIBLE"</strong>.</p>

<p>Organisé par l’Amitié Nationale Scoute et Guide du Ghana, ce deuxième rassemblement africain de l’AISG s’est tenu à Accra du 2 au 9 novembre 2007.</p>
<p>7 pays de la sous région ouest africaine étaient présents; pays membres titulaires ou pays membres de la Branche centrale ou tout simplement pays observateurs; pays anglophones: Ghana, Nigeria, Sierra Leone; pays francophones: Bénin, Côte d’Ivoire, Niger, Togo. Au total autour de 20 participants.Le Burkina-Faso et le Liberia, prévus, ont été excusés.</p>
<p>Des observateurs (5) du Royaume Uni et d’Italie étaient présents. Ainsi que Martine Lévy et Rigmor Lauridsen, de l’équipe Afrique du Comité mondial. Jean-François Lévy a assuré l’interprétation des discussions et la traduction des documents.</p>
<p>Et en effet, les très nombreuses discussions ont amené:</p>
<p>1. à la création de deux postes importants</p>
<p>· un coordinateur général pour l’Afrique (pour 3 ans, jusqu’au prochain rassemblement de 2010 : Eddie Mettle Nunoo du Ghana),</p>
<p>· un coordinateur pour la Branche centrale (pour 3 ans jusqu’au prochain rassemblement de 2010 : Marie-Gilberte Sonon du Bénin),</p>
<p>2. à la création prochaine d’une banque de données des compétences,</p>
<p>3. à une Loi et une Promesse de l’AISG qui seront proposées à l’approbation de la Conférence générale.</p>
<p>Tout le travail de développement de l’AISG en Afrique est à faire et c’est une magnifique aventure qui s’engage.</p>

<p>Organised by the National Scout and Guide Fellowship of Ghana, this second ISGF Africa Gathering took place in Accra, from 2 to 9 November 2007.</p>
<p>7 countries of the West Africa sub region attended; full members or members of the Central Branch or even simply observers. English speaking countries: Ghana, Nigeria, Sierra Leone ; French speaking countries: Benin, Côte d’Ivoire, Niger, Togo. All together about 20 participants. Burkina Faso and Liberia excused.</p>
<p>Observers (5) from United Kingdom and Italy attended and Martine Lévy and Rigmor Lauridsen, from the World Committee Africa team. Jean-François Lévy was the interpreter; he also translated documents.</p>
<p>And indeed, the very many discussions led to :</p>
<p>1. Creation of two important posts<br />
-a general coordinator for Africa (for 3 years until next gathering in 2010, : Eddie Mettle Nunoo from Ghana),<br />
-a coordinator for the Central Branch (for 3 years until next gathering in 2010 : Marie-Gilberte Sonon from Benin)</p>
<p>2. Creation of a data bank on competences</p>
<p>3. The Law and the Promise for ISGF which will be proposed to the approval of the World Conference.</p>
<p>All the work for the development of ISGF in Africa is to be done and it is the beginning of a wonderful adventure.</p>

<content:encoded><![CDATA[<p><a href="http://www.porsiemprelistos.com.ar/home.htm"><img src="http://isgf.wordpress.com/files/2007/11/isgfblog.jpg" align="right" height="100" width="268" /></a>Today we reached <strong>2000 visits threshold</strong>. In less than one month! It means that our site is very popular. We have 50-150 visits per day, but on the other hand, we as a <strong>global movement</strong>, don't have news, articles from all parts of the world. This should be changed.</p>
<p><strong>We are looking for reporters!</strong></p>
<p>Idea is to have at least one <strong>reporter </strong>in every NSGF country and CB group, who will <strong>regularly contribute</strong> news, invitations to events, projects, twinning, interesting things in scouting/guiding , ... to our new site. Goal is to have fresh news on the site at least every three days.</p>
<p>We are looking for people who <strong>can write</strong> articles. Short, interesting, attractive texts about scouting/guiding. With one nice photo. Let's make adult scouting/guiding visible.</p>
<p>We will give you special <strong>"status of</strong> <strong>author" </strong>of this site and after approval you will be able to publish your own texts. Welcome!</p>
<p><strong>Daniel Scarlato</strong>, active scout and webmaster of nice <a href="http://www.porsiemprelistos.com.ar/home.htm"><strong>Argenina's CB group website</strong></a> has given us good example. He is looking for reporter from his country now. I am sure that he will find somebody. Thanks Daniel!</p>

<title><![CDATA[Leny from Argentina. On the way to Ecuador ...]]></title>

<description><![CDATA[Leny Doelman, member of World Committee, on her way to the Western Hemisphere WOSM Regional Conferen]]></description>
<content:encoded><![CDATA[<p><img src="http://isgf.wordpress.com/files/2007/11/leny07cba.jpg" align="right" height="150" width="142" />Leny Doelman, member of World Committee, on her way to the Western Hemisphere WOSM Regional Conference is now in<em><strong> Cordoba, Argentina</strong></em>, and  she was welcomed by the<em><strong> <a href="http://www.porsiemprelistos.com.ar/home.htm">Scouts y Guias Adultos de Argentina</a></strong></em>.</p>
<p>In the meantime we have driven more than 4.000 kilometers. It is very hot in Cordoba, around 33 degrees Celsius. The "Scouts y Guias Adultos de Argentina" welcomed her and showed the city. We also had a dinner meeting with some members  of neighboring cities today as they had a formal meeting and they  elected a new chairman.</p>
<p>This <em><strong>fast  growing organisation</strong></em> is still a member of Central Branch but is working  very hard to obtain more members in order to become a National Scout and  Guide Fellowship in the near future.</p>
<p>They are supporting the National  scout and guide organisations and for the centenary of Scouting they  <em><strong>placed a special monument</strong></em> in a park with a bust of Lord Baden-Powell.  Tree planting is also one of their projects.<img src="http://isgf.wordpress.com/files/2007/11/arg-group-photo-small.jpg" align="right" height="120" width="160" /></p>

<p>Ellos colaboran la Asociacion Nacional de Scouts  y Guias y para el centenario del Scoutismo ellos <em><strong>pusieron un monumento</strong></em>  con un busto de Lord Baden Powell en un parque. La plantacion de  arboles tambien es uno de sus projectos.</p>

<p>A special <em><strong>video DVD</strong></em> about the whole Spirit Flame  project is in production stage and will be for sale at the end of this year.  When ready an announcement will be made how and where to order.</p>

<p>From the very beginning of our new ISGF site we have excellent statistics of visit. Let me give you some details from today (3rd of November 2007):</p>
<ul>
<li>Average no. of visits per day: 98</li>
<li><span>Total Views:</span> 708 (from 26th of October 2007)</li>
<li><span>Best Day Ever:</span> 147</li>
</ul>
<p>It is obvious that internet is <em><strong>needed in our community</strong></em> of Adult Scouts and Guides. It creates possibility to exchange ideas, experiences, projects. It gives us sense of international community all over the world.</p>
<p>And that is perfectly in the line with our <em><strong>vision statement</strong></em> <em>("The International Scout and Guide Fellowship will be a <strong>worldwide network</strong>, visible and active in making a better world.")</em>, which was approved in Lillehammer 2005.</p>
<p>But we need to to make our "internet home" interactive, interesting, attractive, inspirational.</p>
